Correct issue in FIRSTUSE procedure for System (SITE) INI dataset update.

Following an upgrade to CBL Product Suite 3.30, the first logon to SELCOPYi, performed by the systems programmer to configure local options, automatically executes the FIRSTUSE SITE utility. With PTF RS33003 applied, FIRSTUSE exits prematurely without having saved the selected options and updated release dependencies to the System INI data set.
